Can I apply visa for my cousin sister to attend my graduation

Dear DesiOpt,

I will be graduating this December and planning to invite my parents and cousin sister to attend my graduation. My cousin sister is a house wife. Can I apply visa for my cousin sister to attend my graduation and if yes, what are the chances for her to be approved with visa?. Also, does her visa acceptance/rejection have any impact on my parents visa and on me?. Please share your experience if any.
