University offers a Same classes

Hello everyone, I have a question to register my classes for Fall 2016 semester. I am here in USA on F-1 visa. As far as I know International students have to register for a full time (atleast 9 credits). So, the thing is my university is new, and they don't have much courses options. I tried to register for coming fall 2016 and they offers a same classes that I already taken in last fall 2015. To be a full time student I have to register for a 3 courses and I dont have a much option, because i already taken the courses they offering now in fall 2016. I talked with my adviser and explain the situation, he said we will try our best to hire a new professor, so wait for some time and see if you able to choose three courses before the first day of class. So, what should I do? should i wait untill the first day of class or I just take a transfer to another university! If i decide to take transfer then how much time it will take??

Your advisor can sign course waiver form and you can submit that in your international office. With that you can take less than 3 courses a semester

Transfer to some good university rather staying in such university..... asap.... it just takes week or so if both international offices help...
