but in real i registered late for his class as his class was initially full and i later pleaded my advisor to register me for that class as its a mandatory class for me in the course catalogue of my college

she accepted my request and registered for me for the class
and i started going to his class from 3rd week
but he said he didnt see me in the class and de-registered me
and i applied for uscis for my re insatement on april 20,2015

now i completed my masters in december 2015 and i'm waiting for my uscis result
when i cal them they say theiy r reviewing the december 2014 cases
    it will take time
and one of my friend suggested me to apply for another university cross the border and enter with the new sevis

Actually in the uscis website its written after getting dismissed from one institution in usa you actually don't need to return to your country to get a new f1 visa for another institution , you can reinstate your visa from usa and then get a new i20 and new visa sticker for your passport that's the law and everyone should follow it.

You should contact your DSO first. USCIS sends the email to your DSO before they are sending I-797 to you. So contact your DSO and wait for the decision instead of transferring . Normally it takes 3-6 months to process reinstatement applications so even you are done with your graduation you have 60 days of time to apply OPT. And if you cross the border and get the new sevis you need to maintain one year full time status with that new status and they will ask lot of questions because your application was still in pending. Contact your DSO. First
