Obama Executive Action on OPT extension

I am currently working on OPT extension. H1b result still waiting.
Any idea on when Obama OPT extension will kick in.?
It may help for people who are still working on OPT and H1b not picked in the lottery.
What do you guys think, will it definitely help for people currently on OPT extension?
