Can I file H4 visa for my 13 year old Brother?

I am currently working on h1b visa, can I file h4 for my younger brother as he is just 13 years old and law says that you can apply for children under age 21?

The H-4 visa is for spouses and children of H-1 visa holders. Unless he is your child, you cannot sponsor him.
