1 my prediction is that it would implement in a year ..( there are lot of things that could effect it politically)
2 those were bills they were not sole for h4 ead.. they included lot other issues which congress did not get them approved ..
the one which is currently going n is a admin fix which fallows omb rule making process ..

You need to be on h4 for 6 years and you would get EAD if you are finding a job in stem mentioned in that EAD clause, there are few speculations which are revolving around ... But no concrete answer for your question.

I think H4 EAD is not applicable for all of the H4 dependants, whenever it will be implemented it would be for spouses of STEM H1B people who are specialized and very highly qualified. Correct me if I am wrong.

The rule is not restricted to STEM h1b. However, it has other criterias which include the h1b holder to have completed six years or have an approved I-140. So the spouses of those who have these conditions satisfied will be eligible.
