Tax Return Filing with Brother as a dependent

Hi
I am on OPT from 2013 and to file my tax reutrn, I wanted to put my brother as my dependent whose fee was being paid by me from August 2013.
Is that possible?
He is an international student reached USA in July and started from Aug 2013.
