Universities for PHD for low GRE Score.

Hello All,
I am working as network Engineer in Lousiana. I did my masters in 2012. Now I am trying to get admission for PHD in Telecom/networking. However, my GRE score is too low (1050/1600). I want to know, should I retake the GRE or try with this score? if yes, could you please suggest me some universities.

Depending on school you applying to and your application statement

They've changed the format for GRE. I don't think score will be valid anymore.
