Summary of New Immigration Bill, Below is relevant to skilled labor

    1) The bill would also award a green card to immigrants who receive a PhD or Master’s degree in science, technology, engineering, or math from an American university.
    2) The bill would develop a “rational legal immigration system” to reduce the backlog of visas which force families to live apart and keep specialized jobs unfilled.

does that means a green card is awarded to immigrants who have already completed their phd/master's or is it for the ones who are currently studying?

I don't think this will... I understand the importance of positive thinking... But how many Graduate students are presently waiting for green cards... Can't even imagine.. Every year more than 65K students are coming... Is it possible..

This Bill is in initial stages and has not been passed by congress. Current existing rules are still in effect.
