Visa Application for Wife while On OPT(12 Month)

Hello every one,
,I recently got married and I have few questions related to my wife visa application.Currently i am in 12 month OPT period which is expiring on January ,2014( approx 3 months ). I have valid visa which is expiring on December ,2013( 1 month ).I am planning to apply for OPT extension(17month) in few days and currently working with an University as Research assistant .My questions are as follows

1.Is it safe to apply visa for my wife at this time or should I wait until i get my OPT extension(17 month) approved

2.Does it have any impact If I apply visa for my wife after my Visa get expired which is December ,2013 (In case if I have to apply after my OPT Extension approval)

3.List of Documents needed for Visa application

I would Highly appreciate If some can answer any of my question
