One who gives you your pay check is your employer. If asked for employer, you should say that name. If asked for a client name, give your client name.

Be absolutely sure about the difference between a client and an employer.

As a general rule, you should only answer the questions that you are asked. So if you aren't asked about your employment, then you shouldn't offer any information. However, if you are asked about your employment in the U.S., listen carefully to the question before answering - if the officer asks for the name of your employer, this is the company listed on your paycheck (the H-1 petitioner or OPT employer) - in your case, the consultancy company; if the officer asks to whom you provide your services, you can say your client's name. If you don't understand the question, always ask for clarification!
