OPT 12Month Completion & Start of Ph.D F-1 Issue

One of my friend has got a concern. he is in STEM program, his 12 month OPT will expire in Jul 2014, he is willing to apply for Ph.D admission. if he gets on Admission in March or April of 2014. Should he be extending his OPT for 17 Month & stay untill he joins the course. (or) Go direclty to India for F-1 Stamping for Ph.D in Aug for F-1 stamping ?? ...
The Main concern is the present masters f-1 visa stamping has been expired in this AUG 2013.
So what should be the best things to do for for a safe return to US ?
