Is it legal to work voluntarily while OPT status is still pending?

My OPT status is in still initial review. I got a offer from a company asking me to work voluntarily with no pay. Is it legal to work while OPT status is still pending? Appreciate your help.

As far as I know, you should be able to work voluntarily while you are on OPT or waiting for an EAD
