when should I apply for H1-B?

My visa is issued for 2 years (Expiration Month: May 2014). I will be completing my masters by this July'13. My question is when should I apply for H1?

-My OPT start Date is AUGUST 26th 2013.I am Eligible for STEM OPT extension.
-Suppose if I apply for H1 in April 2014 and what if my H1 gets rejected in APRIL 2014?

Will I be able to continue working in my OPT period or I should think of doing double masters for maintaining my status because I will be losing my F1 status in next MAY 2014.
