How does USCIS verify OPT VOLUNTEER employment

My cousin's OPT started Aug 1 2016
1st job: Volunteer Web Designer for nonprofit: Sept 23 2016 - Oct 20 2016

2nd: Volunteer Web Designer for nonprofit Oct 15 2016 - present

Both jobs are 100% remote i.e he works from home, maintains contact with employer through email communication & bi-weekly Skype conference

Maintained work timesheets for both jobs signed by employer. Weekly minimum 20 hours/week. Also has attached code/programming samples.

During OPT STEM Extension application verification: USCIS will call the nonprofit employers to verify my cousin's employment?

For STEM Extension.. There is nothing specifically mentioned for Volunteer work.. So it's better to get a Full time job or join some consultancy and maintain payroll.. Also employer has to be e-verified if you want to work for them under STEM Extension

It's legally allowed to do Volunteer work in Initial OPT.. USCIS will check SEVIS record and validate the information.. Your cousin has to make sure that his Volunteer work is captured properly in SEVIS
