Admission to masters program with 3 years degree from India

Hi, My wife's opt is expiring January 2017. Its not a STEM opt.
She did a 9 months certificate course and got an opt for 1 year.
Now we are trying to enroll her for a Masters course with a Day 1 cpt so that she can continue her job.
But she has 3 years degree course from India and now 9 months course from US.
But international educational evaluation services are not adding her credits from US certificate to make it equivalent to US degree. And we tried for admission in ITU but they said they will need a US equivalent degree. Is there any University which will consider credits from US certificate course and give her admission. Please help.
