Don't worry, about that, USCIS, doesn't know, you graduate or not, just graduate next time, I had a same problem. Don't cancel OPT, OPT will took you 4 months to got it , so wait & watch

If you are not a full time student you need to prove your employment before 90days period ....

If you are left out with thesis only there wont be any problem, but if you have to take classes and your opt is not approved yet consider canceling and applying it when you are about to graduate. because while on opt enrollment to any credits other than thesis leads to cancellation of sevis. I'm not sure if this rule applies in your case.

You can talk to DSO he will extend your i20 and let OPT be pending. They won't give you OPT unless you graduate. And they will wait till your college updates them about your graduation. One small advice : when you will get your OPT card after you graduate, your start date will be when you get it approved but your end date will be what you mentioned already in form. So you will loose couple of months there. Just get back to Uscis and get it corrected within a month or something. I got 8 months OPT . No issues while extension .

You have to be part time(can be unpaid) while you are still in college so you don't reach 90 days unemployed. Other than that you should be good. If your OPT is not yet approved, just cancel it.

If your OPT is approved, you can avoid unemployment by working 20 hours a week.
Why are you not willing to withdraw the OPT application? How long has it been pending? If it has not been pending a long time, what’s the risk in trying to withdraw?
