Stem Opt Payroll

I got my 24 month stem extension recently and i'm on bench now. So my employer is asking me to pay tax of $500(including employer taxes) to run the payroll according to the new rules effective may 2016.
It seems that it is mandatory to run the payroll on stem extension.
what are the problems we face later, if we don't run payroll now?
Anybody else out there paying taxes on Stem Extension?

What your employer is asking you to do is illegal (even though many companies do this unfortunately).
If you are not being paid or working, you are effectively unemployed. You should consider finding a new employer.

you cannot work as a volunteer on stem so your employer is helping you in running the pay roll which prvents from any RFE during h1 process
