Stem opt extension denied

Hi Everybody,
My opt expired on July 12 and i got the denial on August 23. I have crossed the 60 day grace period from July 12. i applied for my 17 month stem opt and i received a denial letter from uscis saying that 24 month rule effect took place on May 10th and that they cannot process 17 month extension. And they have asked me to file for a motion to re open my case. My school has said that they cannot re open my sevis to generate a new 24 month i20 since it says completed. I have filed for a motion to re open and my school has appealed to uscis regarding my situation. Is anybody in the same scenario as i am?

Did your application reach USCIS before May 10. If yes, you have very good grounds of winning the MTR.
