Question about my eligibility for OPT

I am an Indian citizen. I would like to know if I'm eligible for OPT. If not what are my other options? Following are my immigration details

(1) I came to US on F-1 visa to get my Masters in Engineering
(2) After completing my MS, I did NOT apply for OPT but joined PhD in Engineering in the same year
(3) I completed my PhD and got my OPT and fully used it
(4) Got employed on CAP EXEMPT H1B
(5) After two years, I joined MBA program on F-1
(6) I will be finishing my MBA in December 2016 and I would like to apply for OPT now.

If you have completed phd then u can apply straight for green card and eliminate the H 1 b process for good. As far as I know Phd degree holders get green card after completion of degree.
