H1-B transfer without submitting payslips

Hi, I am on OPT 17-month extension and it expires in december 2016. I started working full-time for client A from August 2016. Previously I sed to work for consulting firm company B and I did not get client project with that company so they neither run my payroll nor filed for H1-B this year. So I reached out to consulting company C to file my H1-B application and my application is picked but I got an RFE to submit client details. Let's say if I have an approved H1-B after answering RFE successfully can I transfer my H1-B to the client A without submitting payslips from company B or company C.

you can but if you get RFE to submit the recent pay stubs then it will be a problem again

You will need the paystubs for at least three weeks coz they will ask for that!

Who asks it..uscis or client? I have an approved h1b too and client is requesting for transfer...can I transfer now as my h1b starts from October or do I have to wait until October to transfer?

You would be on H1 status from October 1st "only" if you work for your applied H1 employer, And there is no transfer in H1, Every time you apply it would be a new petition, But if you are in H1 status your petition would be cap exempt . In order to show uscis that you maintained your H1 status is only through the pay stubs you provide. So it totally depends On the officer of your case whether he/she needs pay stubs or not.
