Before OPT end date, what does this mean?

Hello,
My OPT is gonna end soon , I need to apply for my OPT stem extension.
So every where its mentioned that application should reach USCIS before current OPT end date, what do you mean by before end date?
If end date is 21st, is it fine if my application reach USCIS by 21st or should it reach few days earlier?
MY DSO says, application should reach 10 days before , so that they are taken from locker and updated.
please let me know what does "Before OPT end date mean"?

Technically, if USCIS receives the application the day your OPT expires, it is considered as timely filed. However, DO NOT PLAN TO FILE THE APPLICATION ON THE LAST DAY! If there is any delay in the application reaching USCIS, your application will be denied as it was not timely filed. Planning on getting the application to USCIS 10 days before expiration is a good strategy (but not required). Also, send the application in by overnight mail.
