Can we apply h1b without EAD

Hi,
My OPT expires in mid Feb, I have applied for STEM extension OPT and I am waiting for STEM card. By the way my Employer is asking for STEM EAD card to apply for H1b for this year and he has given a deadline to submit the EAD before end of this week.
Please let me know if STEM extension EAD is mandatory to apply H1b.

Same problem lost stem EAD

u can apply 120 days before and can work 180 days after expireing your initial opt if you have the letter sent by the uscis and a letter stating that waiting for the EAd card and you can apply .it takes atleast till the end of may to get RFE then you can send the card

In u r case No need .. u can submit stem application receipt ..
