Travelling on OPT Extension and applying for H1-B from India

Hello All,
I am currently in my OPT and will be on OPT extension soon. I have to travel to India on March 25th, 2016. I will return to USA on April 15th, 2016. Is it possible that my H1-B can be applied (while I am in India) and I return back before H1-B decision is made. Can I do that (As I will be on OPT extension). So, in a sentence, can I go to India on OPT extension, apply H1-B while in India and return to USA on OPT extension and await my H1-B decision?

Your COS cannot be processed if you are out of the country. You might have to go for consular processing.
