Should I run payroll on Pre-OPT

Hi all,

I'm in 5th month of my initial OPT but I couldn't manage to get a job so far. As far as from my knowledge we don't need to run any pay roll during first year of the opt if you are not employed. Now my question is according to new immigration rules are there any changes to OPT should I start running my payroll with my employer or it is not mandatory?? Please share me your experiences. Thanks in advance.
