OPT start date after graudation

I have a question regarding my opt start date.. My graduation date is Jan 15, 2015 and I am applying for opt around first week of jan..I need to wait till I get the grades of this fall semester before applying for my opt (said by my intl advisor).
1. Should I have my opt start date within 60 days from my graduation date?
2. If I dont get the EAD card before the completion of 60 days what should I do?
