comment on the OPT stem extension

Hi,

Can anyone comment on the OPT stem extension? I mean can an F1 student comment on the OPT Stem extension rule or is only the citizens who are eligible to comment.

ideologically it is for citizens . but there is no technical validation about u r nationality . and it is intended for public participation on how executive branch executing law made by congress . and most cases this comment period is just for to follow process, historically executive branches did not make any changes to proposed and final law unless congress or judicial reviews objected so...................
