Hi Can I apply for OPT while I'm on H4?

I was on F1 visa and used 10 months of CPT.

My status changed while I reentered the country (Personal reasons )and have applied for a change of status to F-1 again. I will graduate this December.

I recently got divorced and it has been a very difficult situation for me. I need to be in this country and earn back all the money I spent and support myself financially.

If I get my F1 visa, I can apply for OPT. Its been over 2.5 months since I applied for COS but not heard anything yet from USCIS.

Post my graduation in december I cannot stay in this country.

    Please help!

        Hi,
I am a summer 2015 graduate student from a reputed public university in the US. My OPT got denied because my DSO did not enter my opt recommendation in my SEVIS within given time period.I submitted a request to DSO to process my post-completion OPT on 6/10/2015.But my DSO could not process my request beacause I had to submit full-time enrollment waiver form(which I was informed later) and after submitting the waiver form, I got a mail from DSO to collect my I-20 at front desk.Actually it is a shortened I-20, my DSO did not make my OPT I-20 neither she entered my OPT recommendation into my SEVIS though there is no problem to process my post-completion OPT and I mistook shortened I-20 as OPT-I-20 and I filed my I-765 form on 6/23/2015.(I rechecked it with staff of Office Of International Education wihle mailing my documents but unfortunately they too did not inform me about this)
I got an RFE from USCIS on 9/21/2015 to submit OPT I-20 (that is when I got to know about all this mess). My DSO mailed an OPT I-20 with letter of explanation of what had happened and entered OPT recommendation in my SEVIS on 09/30/2015. My DSO did not tell me about the risk of late entry of OPT recommendation in my SEVIS which she was supposed to do before 30 days of filing my I-765 form.(If she might have told me about that I would have re-applied my OPT).
Now, I got a denial notice on 10/26/2015 with reason stating that my DSO did not enter OPT recommendation in my SEVIS 30 days prior to filing my I-765 form.I am planning to file a motion to re-open or re-consider my case.Which one would be better??I graduated on 08/17/2015 and my OPT start date is 10/17/2015.I think my grace period also is over!!

Now what are the options that I have now to go through. Please help me if anyone knows a solution for this .

        Thanks in advance.
