Stem OPT Denial and About H1 B

Hi, my stem opt got denied recently and I got RFE's for my current H1 B . Presently am out of status. I am applying for college which offers day 1 CPT program. My question is " Do I need to apply H1 B in the lottery or should I apply new petition with the existing H1 B copy?"
Please help me.

Why your OPT got denied?

If you got picked up in the lottery you will fall in CAP EXEMPT category. No need to go for the lottery again.
