Applying f2 visa and opt at the same time

Hello ! My question is regarding the F2 application for my wife.
I am applying for my OPT (12months) in the next week. I want to apply for f2 visa for my wife as well. Should I wait till I get my EAD card ? Or can I apply for the both the processes at the same time ?
P.s: my i20 is expiring 31st December 2015
