"my visa and stem-opt are expiring on dec 4th 2015 and my H1-b didnt picked in both the years 2014,2015.....when should i join the university for second masters in jan-2016 or aug-2015." Please help me

If you are looking to join second masters without CPT, you can join in Jan 2016. If you want to continue working after Dec 4th 2015, then you should get admission for Fall 2015 and then start your CPT from Dec 5th 2015.

If the visa expires then can they take admission into Master or else have to appear for interview again?

Visa is to just enter into the country, once you enter all that matters is maintaining your status. No need to worry if visa is expired as long as you maintain the status. But you will need to go for stamping if you leave the country and looking to enter again.

Join university that offers CPT from day 1. Lottery is all about luck.

the way the system is right now even 5 or 6 attempts might not get you an H1b

Renew your visa first. I think you can start from Jan 2016.

How can a poor application reject you In the lottery ? Some people get it the first time and others never get it thanks to this really bad system ,it's fully random
