opt and cpt for 2nd masters

Hello I joined for masters in a stem course in Fall 2013 at university X. Due to academic violation I got suspended in Fall 2014 and went to my home country. Now in Spring 2015 I came back and completed my masters as I had only one semester left. But since My i20 was only for Srping 2015 and I was on a new visa I cannot do opt as I am not a student for one year. I have got admission into another university say Y in masters in a stem course. I have got my sevis transferred. Now my question is
1) Since I have not applied for OPT can I use my OPT and OPT extension after my second masters because I have not applied for it after my first masters?
2) Can I do cpt from spring 2016 after one semester in university Y.
I would really appreciate if someone could answer me these questions. Thanks a lot.

I guess yes for 1st and you have to check with the university for CPT..

As you have not utilized opt for first masters, after u complete ur second masters u will be eligible for opt and stem extension. for cpt, check with ur college.
