Will J-1 academic training affect F-1 OPT eligibility?

I got a master's degree in US from 2008 to 2010 using the J-1 visa. I also used my academic training to get some work experience from 2010 to 2012 after graduation. I left the US in 2012.

I'm planing to do a certificate program applying for F-1 visa. My question is, can I apply for OPT? I think that my doubt is whether or not my master's degree will make me ineligible to apply for OPT in a lower level degree (I never used F-1 visa to get any degree in US, only J-1).

I would appreciate any possible help,
