OPT after second masters

Hello I am currently in my last semester in a stem degree course. Due to some reason I was suspended in fall 2014 and I have come on a new visa to complete my masters. Since I have only one semester left I cannot do OPT or CPT. I have got admission in another university in a stem course.Now my question is
1) After completing my second masters can I do OPT and get OPT extension keeping in mind the fact that I have not even applied for opt in my first masters and not done CPT either.

The reason why you are not eligible for OPT now is that you must be registered for 2 semesters before you are eligible. If by the end of a 2nd Masters you have completed the required number of semesters, you may be able to get OPT.
