Query on OPT

Hello,
I've applied OPT on November 17th and start date is February 9th. My case is still in initial processing.
How long can I wait to call USCIS if I won't receive my card in hand?
If it gets too late to receive my OPT card will I become illegal?
How long is the grace period?
Do I have to join another college?

Please advise.
