1 u have to follow f1 rules if not they can cancel u r sevis ( means u r opt also )
2 u wont eligible under masters quota

As per my school rules you need an overall 3.0 GPA to graduate. It's probably something similar for you and I don't think that is waived under any circumstances. You could probably use your OPT as a pre-OPT and continue to study until you are eligible to graduate. Those rules are there for a reason.

Hi. I have a doubt. Please let me know of any solutions
I have got "C+" and "C" in two subjects and my Academic unit is not allowing me to graduate and also I have applied for OPT and it might be approved in the next week or 10 days. I don't want to study a course again and wanted to continue with OPT right now.

1. So, will it be a problem if I don't graduate now and don't take my degree ?
2. Will this be a problem when I apply for H-1 and Green card ?
3. Also, please let me know if you have any ideas that will be useful in convincing my school chair.

Just take the course again and don’t risk it. If the OPT has not been approved yet, the DSO may be able to withdraw your application and withdraw OPT recommendation in SEVIS.
If the OPT gets approved, you can sign up for the classes and work part-time. If you don’t work, the unemployment clock will run.
If you don’t have a degree, you can’t get H-1B unless you have a four-year Bachelor’s degree from your home country.
