Travel Visa

Hello, I'm completed 3rd semester of my master's and i want to travel to India. But the problem is I'm in probation and ISFO at my school did not give me travel I20.
1. How can I convince them to issue Travel I20.
2. If they don't give me my travel I20 is there any other option for me to re-enter US.
