Already Traveled to Indian and OPT card not received yet

Hi,

My friend had an emergency and traveled to India. He graduated in this summer, Aug 8th 2014. Applied for his OPT with a start date as Sept 1st. But he had to leave India on Aug 25. OPT card still not received. He has a co-op position starting from Sep 1st. But, Office of International Student Services(OISS) at our university says - intern offer letter is good to re-enter US only when a student is on CPT and holds valid I 20 but not when in OPT. So for that reason he chose to get an offer from consultancy offering full time position starting from Oct 1st. I-20 already expired on Aug 18, 2014.

Return date for the journey is booked on Sept 13.

The question is:
Can he return US with following documents?
- USCIS receipt of application for employment authorization
- An offer letter stating full time position starting from Oct 1st.
- Expired I-20
- Valid F-1 visa

Your suggestions are really helpful.

He can request his university to send him a new I20... Cz one cannot enter US on the basis of OPT

Ask him to get opt i20 from the univ. Uscis receipt of opt application will not work.
