Searching good/ easy course for MS

Hi all,
I am on H4 visa..I am interested to do MS here in USA my question is

1.in which country I should give my TOEFL exam?in INDIA or USA does it really matter?
2.is there any short term course related to computers?i know MIS..
Can u suggest any easy and short term course for me?
I have 15 yrs of education(BCA)
