the obama administration is dedicated to diversity within the country and they seek a diverse group of people, thus the diversity lottery. however, though the house, which is dominated by republicans wants to pass the bill, they wont be able to unless its passed by the senate which is mostly comprised by democrats. and since the senate doesnt seem to like it, it may not pass
