Post-OPT before graduation or Pre-OPT

Hi,

I have completed my courses for the masters degree (left with Plan C - Comprehensive exam) so will graduate in December'14. Can I apply for OPT now and start working before I graduate ? Do I have to get the application processed by the ISSC at my University ? if not am i eligible to work 40 hours with pre-opt ? Thanks a lot !
