OPT and H1B (Please Help!)

My OPT started on Jan 27th 2014. I will apply for OPT extension, which will give me time until Aug. 2016 to work for.
Questions:

1. I want to apply for H1B next year in April 2015. If my H1B gets approved then I have to go back to my country to get my H1B Visa stamped. If my Visa is denied, can I return back to US because I will still have my OPT extension valid or do I need to stay in my country and not be able to return to US?

2. When is appropriate time to apply for H1B? I don't want to waste my OPT, OPT Extension. Should I apply for H1B in 2017 or 2016?

1 if they dont cancel u r f1 visa then yes u can come back on f1 ..
2 i can tell early next yr (i can not estimate next yr visa situation) ..
