90 day unemployment rule

Hello,

What day this 90 day unemployment rule starts? Does it starts after the course end date or OPT I-20 start date or from the date mentioned on the EAD card?

Also is it necessary to have a job offer in hand to apply for EAD I.e., filing form I-765?

The date when your OPT is approved, exactly when your card is sent for production. Start date on EAD card.

For first Opt no need to show they you are employed to file I-765.
