Working at non E-verify company

Hello,

I am on OPT, have joined consultancy, and waiting for a project.
1) I have an offer from a small business company which is not e-verified? Can I start working there and get on payroll until I find a project from consultancy?
2) I was about to report consultancy company with school (USCIS). If I work for time being at that small business company, do I need to report that company as well in addition to consultant company?
