Consultancy background in relation to job role

Hello Guys,

I got a doubt. Can a IT based E-verified consultancy file H-1b visa for a student who did his MS in Health Sciences? or Can a consultancy ( providing jobs in pharma sector) file a H-1b visa for a student who did MS in Computer science ???
If so, will there be denial or query? What are the chances of H-1b visa approval??
Can you please share me your personal experiences
