OPT extension pending, can you change the employer?

Hi, This is for one of my friend. He applied for OPT stem ext when he was with some X-employer. Now he got a good offer other Employer. His OPT extension is in pending. Can he change the exployer. When it is in process.!? If so what is the process to change.!
