Regarding USPS money order - filling

Hi , I am applying for OPT and I need to pay using the fee using money order.So I bought a USPS money order and it contains the field where I need to fill in the "pay to" field which I is US Department of HomeLand Security and the address field is provided both for the purchaser and below the pay to field.I filled out the purchasers address with the address of my university's International Student Services .My doubt is what to put in the pay to address field.Should I put the address to which the packet is to be mailed on the money order(USCIS Express courier address) or should I leave it blank?Please help.Thanks.
