Coming back to US after admitting to a different university

one of my friend went to india after he did ms...his student visa is valid till next year...in the name of UFL university
he wanted to come back...but his opt expired...can he get admit to some other univ and come back to US...if he gets admit do he need to go to another round of stamping...since this time it will be different univ

I believe visa is just for the entry, as long as u have a valid visa you can reenter for another university. Isn't that what we usually do when we switch university.

How long he is out of country ??
Genrally he need a new stamp when he is in school and went out of the country for more than 5 months ..
State dpt did not give guidelines for the people who finished their degree ..
