About Port of entry

Hi,
I am on OPT stem extension.I came to India on August 22nd,this year. I want to return to U.S in december,2013. I am 3 months away from U.S. Can anyone tell me what documents are required at port of entry and which port of entry is best to reenter into united states?
I heard that second scrutiny is being conducted at some port of enteries...IS washington DC is a good port of entry?
