Will finding a job more difficult without Social Security Number?

Hello, I am Fai, an international student having OPT in a volunteer organization. After the announcement of the Federal Government Shutdown, I cannot apply for a new Social Security Number (SSN). I understand that most of the employers do require students to have SSN before they can be employed. What problems will I face if I do not have SSN now?
